A monthlong sting ended with the arrest of 46 people, many for soliciting sex or participating in prostitution, in the largest prostitution sting so far in McLennan County, sheriff’s officials said Tuesday.
Throughout January, investigators with the McLennan County Sheriff’s Office’s Criminal Investigations Division conducted an undercover, online sting targeting individuals engaged in various forms of prostitution and human trafficking, Sheriff Parnell McNamara announced at a news conference.
This was the fourth sting in the past year in which detectives posed during the operation as underage prostitutes, adult prostitutes and men interested in paying for sex.
“It shocked me, and I think it also shocked our detectives when they did the first sting; we had no idea that we were going to get that kind of response,” McNamara said. “To think, every sting gets a little bit bigger . . . and it doesn’t seem to stop.”
In the past year, 139 people have been arrested in McLennan County undercover stings.
Detectives said notable arrests were made in the January sting, including members of an alleged human trafficking ring based in Killeen.
Officials charged Alex Quiles, 59, and Jason Ford, 41, with continuous trafficking of a person and Jaye McClellan, 41, and Seneca Stanley, 36, with engaging in organized crime. Quiles is also a Central Texas semiprofessional baseball umpire from Round Rock, authorities said.
Three additional warrants have been issued for people investigators think are connected to the trafficking ring in Killeen, McNamara said.
Shane Tuck, 36, a teacher and coach from Ranger Independent School District, was arrested and charged with prostitution. Tuck is listed as a football and baseball coach, as well as a social studies and world geography teacher at the district between Fort Worth and Abilene.
When asked about Tuck’s employment status, Ranger ISD Superintendent Mike Thompson said, “The matter is currently under investigation.”
Detective Joseph Scaramucci and Detective Brad Bond said nearly every suspect was arrested in the city limits of Waco.
Charges for arrested suspects included prostitution, prostitution of a minor, marijuana possession, indecency with a child, evading arrest and aiding and abetting, among others. The operation netted 48 misdemeanor and 41 felony charges.
“The more I am in this, it isn’t that surprising, because this is a huge problem,” Scaramucci said. “This is not one that goes away overnight.”
Detectives said they logged hundreds of man- hours in the past month visiting online ads or posting an online ad offering sex for money.
“We strongly believe in redemption for anybody, so whether it is an adult who is prostituting or any one of these men who have been arrested for trafficking, there is no one past redemption,” Unbound assistant national director Natalie Garnett said.
“It is definitely challenging, because a lot of what (authorities) are seeing is men who have been doing this for years and years, so it becomes very difficult.”
Unbound, an organization that advocates for and assists human-trafficking victims, has partnered with the McLennan County Sheriff’s Office. McNamara said Unbound provided services to about 10 women who were caught in the sting and cited them as victims, many forced into prostitution.
McNamara said authorities will continue to target individuals engaged in prostitution and sex offenses to combat human trafficking.
“Our goal would be to have a sting where nobody shows up,” McNamara said. “Then I think we would feel like we have done some good and to go online and not to have anybody there, but so far, that hasn’t been the case.”
