Bid 20-005 NOTICE TO BIDDERS Sealed Bids will be received until 2:00 P.M., Tuesday, November 26, 2019 in the McLennan County Purchasing Office, located at 214 North 5th Street, Waco, Texas. These bids will then be opened and information read aloud. Bids must be placed in a sealed envelope with your company name, address and plainly marked "Bid 20-005 McLennan County ADA Renovations to the Bill Logue Juvenile Detention Center" and delivered to McLennan County Purchasing at the address listed above by the deadline. Specifications and Drawings may be obtained from the McLennan County Purchasing website Sealed bids for furnishing all labor, material and equipment and performing all work required for the ADA Renovations to the McLennan County Bill Logue Juvenile Detention Center in accordance with Primary Design Consultant's guideline Specifications and Architectural and Engineering Drawings. Building to be renovated is located at 2601 Gholson Road, Waco, TX 76704. A "pre-bid meeting" will be held at 2:00 p.m. on Tuesday, November 19, 2019. Bidders will meet at the McLennan County Building at 2601 Gholson Road, Waco, TX 76704. For further information, Offerors may call Ken Bass at (254) 759-5627. Any relevant factor specifically listed in the bid documents may become part of the evaluation. McLennan County reserves the right to select evaluation methods deemed most appropriate. Each bid will be evaluated on a case-by-case basis, regardless of any previous evaluation method. All submissions require a bid guarantee in the amount of not less than five percent (5%) of the total bid Bidders should use lump-sum pricing for all items for which firm quantities are specified and unit pricing for all items for which estimated quantities are given. Bidders shall provide 100% Performance and Payment Bonds for this project. Workers assigned to this project will be subject to background checks conducted by the Juvenile Facility. A Retainage of 5% will be held to the completion of the project. Invoices must be addressed to McLennan County, 214 North 4th Street, Suite 100, Waco, Texas 76701-1366. Monthly statements are required for any account having an open balance at the end of the month. Payment will normally be made by check within 30 days of receipt of items purchased and receipt of an undisputed invoice with all necessary documentation for payment is received by the County Auditor. The McLennan County Commissioners Court reserves the right to reject in whole or in part any or all proposals waive minor technicalities, and grant the award which best serves the interest of McLennan County. Bids may be withdrawn at any time prior to the official opening. Alterations made before opening time must be initialed by the Bidder to guarantee authenticity. After the official opening, bids may not be amended, altered, or withdrawn without the recommendation of the Purchasing Agent. All bids become the property of McLennan County and will not be returned to the Offeror. McLennan County is exempt from Federal excise and sales tax; therefore, tax must not be included in this bid.
