Frank was born to Lee Andrew Brown and Pearl Nellum, on December 3, 1920, in Madisonville, Texas. He was a loving, caring, and very active child who professed his love for Christ at an early age. Young Frank was baptized as a child at Little Rock Baptist Church in Madisonville.

In 1939, while Frank was participating in a track meet, he saw a beautiful 17-year-old girl. He took one look at her, then turned to his friend, and said, "that's the girl I'm going to marry." And he was right! He met the former Juanita McGrue in April 1939 and they married on Nov 19 of that same year, in Madisonville, Texas. They have lived in Waco for the past 72 years. Frank and Juanita celebrated their 78th wedding anniversary just a few days ago on Sunday, November 19, 2017.In 1950, General Tire and Rubber Company had the good fortune and good sense to hire Frank into their maintenance department. e worked for them for 31 years. During his years at General Tire, he was respected by all who worked with him. He could be relied on to contribute to the betterment of the working conditions, and the company, in many ways, such as: he was on a supervisory committee for the Genco (General Tire Co.) Credit Union, and he was the first member of his race to integrate the cafeteria at General Tire. Frank retired from General Tire and Rubber Co in 1981.

Just as in his work life, Frank was respected, admired, and loved in his personal life. He was always trying to help others. He assisted his community as a school bus driver. He organized the River Oaks Neighborhood Watch for the protection and safety of his neighborhood. He was an Ordained Deacon; first at Good Samaritan Baptist Church of Waco, and subsequently at Pleasant Olive Baptist Church of Waco for over 60 years. He also served as a Trustee at Pleasant Olive. As a Mason, Frank also contributed to the well-being of his communities at local, city, and state levels.

He was the sixth of nine children; seven of whom preceded him in death, as did one grandchild, D'Aun Brown. He is survived by his sisters Laura Mack of Waco, TX; and Erma B. Josie of Galveston, TX. He leaves, to remember him in love, his wife, Juanita, of Waco, TX; and his eight children, Thomas Brown, of Waco, TX; Margaret Gilkey of Richmond, TX; Mattie Scott, of El Dorado Hills, CA; Thelma Bickham, of Hutto, TX; Ruby Sneed, of Rosharon, TX; Frank Brown of Arlington, TX; James Brown of Xenia, OH; and, Cynthia Young of Houston, TX.
