Local engineer files to compete for mayoral seat
By J.B. Smith Tribune-Herald staff writer
An environmental engineer filed Monday to challenge Waco City Councilman Jim Bush for the Waco mayor’s seat as filing closed for the May 8 local elections.
Addis McNamara, 58, owner of Brazos Environmental and Engineering, is seeking the seat now held by Virginia DuPuy.
DuPuy is stepping down because of term limits.
McNamara touted his experience working on community planning boards and promised to seek more public input in city decisions.
“I have seen over the years that it’s almost where government wants to dictate and tell people of the community what’s good for them, rather than ask people what they want,” he said.
Bush, who represents West Waco as District 5 councilman, said he was prepared to have an opponent. He said his strength as a candidate is experience.
“I’ve been on the council five years,” he said. “I’ve served on a lot of boards, and I feel my record will stand up well against him or any other opponent.”
Bringing fresh ideas
McNamara said his lack of city council experience is a plus because he would bring fresh ideas to the city.
McNamara has served on city committees for Vision 2020 and the 2000 Comprehensive Plan, and he currently serves on the Greater Waco Chamber of Commerce transportation committee.
He said he has plenty of valuable experience as an engineer and a member of various civic groups and community planning committees.
“I have worked my way up through committees,” he said. “I perceive it’s an advantage that I’m not part of the business-as-usual crowd in government.”
McNamara, a Waco native, lives in the Lake Air subdivision with his wife, attorney Joy McNamara. They have three grown children.
If Bush is inaugurated as mayor, the city council would have to appoint a successor to serve the remaining year of his tenure as District 5 councilman.
Meanwhile, veteran District 3 Councilman Randy Riggs is unopposed in seeking his bid for a sixth term.
The other contested city race is for District 1, in which two-term incumbent Wilbert Austin faces a challenge from Carol Dugat, an employee of The Dwyer Group and East Waco community activist.
District 1 encompasses East Waco, as well as the Cameron Park neighborhood, Timbercrest and Texas State Technical College.
Waco and Midway school districts wrapped up filing with one contested race.
Angela Eads Tekell, an attorney, filed for the Waco Independent School District seat held by longtime District 4 trustee Debbie Luce, who filed for re-election.
District 5 WISD trustee Allen Sykes filed for another term on the board, on which he has served since 1999.

i will back Jim Bush over Addis McNamara anyday. Sure Mr McNamara is a stand up guy as long as you are caucasian and play by his rules. He has a granddaugher that is also my granddaughter and we are not allowed to see her because we are hispanic. Mr McNamara has come to my back door and threatened me to keep my son away from his daughter and beleive me i tried it was she that kept running away to my house. and then the day my granddaughter was born his wife Joy threatened to put me in jail just because i was at the hospital with my son. so you tell me if you want Addis McNamara for mayor.
wondering how many times Mr Bush reached out to his constituents he represents to see what he could do to better represent his own district, and the people that already live in Waco, not those he wants to bring in. If I remember correctly he had egg on his face when they tried to sell park property to a developer- had not even been to a neighborhood assoc meeting, didn't even know his district had one. So I wonder who he will really represent as mayor, current citizens of Waco, or Dallasites he wants for their money? And who is supposed to protect the hords of people he would want to bring to Waco, our PD of all of 125 officers, 12 on the streets at any given time? Hmmm...
I'm glad someone is running against Bush. Personally I don't think very highly of him. I've been on a couple of commitees with Addis McNamara and he's always spoken his thoughts and brought ideas to the table. Waco could use a bright mind!
At least Dugat does not owe several years back taxes! Why does the trib not mention that? Mr. Austin is the only council member that had the city of Waco contract for his cell phone service. How bad does your credit have to be that you cannot even get a prepaid cell phone?
I get the impression that Wacoans, including me, are tired of taking one step forward and 10 steps backward. Many people say we need a fresh start. They now have another mayoral candidate. Maybe we need to take 30 steps back to start moving one direction only--forward. The chances of a 30-something person being elected Mayor is about zero to none. It would take someone the voters actually believe is committed to Waco. 30-somethings can't even get elected to the council in their own precinct. City elections are a good example of a Democratic Representative Republic working in reverse. The minority (actual voters) determine what happens for the majority (non-voters).
Sounds like more of the same old stuff for Waco. No offense to the older set, but maybe a 30 something leader should step up to lead Waco.
Somebody here likes Jim Bush. When I posted a comment that his past is exactly the reason he should be gone then the WacoTrib. police deleted my comment. I am not exactly a staunch supporter of Addis McNamara but I have met him and he is a stand up guy. Maybe it was that I called someone a "Jackleg Preacher"? You ever wonder why these fly by night preachers dont have churches in Waco? Too many people know them here.
Carol Dugat East Waco community activist? Since when? I have been a little active myself in East Waco, I don't recall seeing Carol Dugat active in nothing but a blog.Don't let the smooth taste fool you East Waco.
