RFP #18-020 REQUEST FOR PROPOSAL MCLENNAN COUNTY JAIL/DETENTION CENTER MEAL SERVICES McLennan County, Texas is seeking proposals for Meal Services at the McLennan County Highway 6 Jail ("Jail") located at 3201 E. Highway 6, Waco, Texas, operated by McLennan County ("County") and the Jack Harwell Detention Center ("Detention Center") located at 3101 Marlin Hwy, Waco, Texas, operated by LaSalle Corrections "LaSalle". The intent for this request for proposal is to provide a platform to create separate contracts to obtain the services, labor, equipment, supplies, and foodstuffs, (except as otherwise to be provided by the County and/or LaSalle), to provide full food services for inmates and detainees of the Jail and the Detention Center, and food services for Jail and LaSalle staff, in accordance with the regulations of the Texas Commission on Jail Standards, Federal ICE Standards and other applicable regulations. It will be necessary for the Vendor to obtain a copy of the Proposal Guidelines from Ken Bass C.P.M. Director of Purchasing, McLennan County Purchasing Department, 214 North 5th Street, Waco, Texas 76701 to assure that the response to the proposal provides the proper information necessary for the County's review. Proposal will also be located on The McLennan County Website https://www.co.mclennan.tx.us/Bids.aspx . A total of three written copies and one CD copy or Flash Drive of the proposal must be submitted. The sealed proposals must be received by the Purchasing Director at the above address no later than 2:00 P.M., Tuesday, July 3, 2018. Proposals should be clearly marked RFP #18-020 McLennan County Jail/Detention Center Meal Services and include your company name and address. The RFPs will be opened at 2:00 P.M. on Tuesday, July 3, 2018, in the Purchasing Department, 214 N. 5th Street, Waco, TX 76701. A mandatory pre-proposal conference will be held on Monday, June 25, 2018, at 10:00 a.m. C.S.T at the McLennan County Jail. Anyone attending the tour of the facilities must submit to a background check we must receive notification of your attendance at least 7 business days in advance so that background checks can be completed. A five percent (5%) Bid Bond will be requested in connection with proposals included in this notice. Vendor shall use unit pricing; the price per meal in the response to this proposal. Invoices must be addressed to McLennan County, 214 North 4th Street, Suite 100, Waco, Texas 76701-1366. Monthly statements are required for any account having an open balance at the end of the month. Payment will normally be made by check within 30-days of receipt of invoice in the Auditor's Office, if all services and/or goods are completed and received. The award of the contract shall be made to the responsible Vendor whose proposal is determined to be the lowest evaluated offer resulting from negotiations, taking into consideration the relative importance of price and other factors set forth in the Request for Proposals in accordance with the Texas Local Government Code, Chapter 262. The evaluation criteria will be grouped into percentage factors as follows: 20 Points Vendor's qualifications/experience 1. Financial ability 2. Demonstrated prior experience in providing similar services 3. Demonstrated qualifications and capability 4. Reputation of Vendor and key personnel 5. Civil or criminal litigation involving Vendor or key personnel relating to provision of detention food service 30 Points Vendors' total proposed price 1. Price inclusive of all provisions of specifications 2. Proposed cost efficiencies 25 Points The proposed service meeting McLennan County's needs and requirements 1. Meets all minimum requirements of RFP 2. Satisfactorily addresses all requested information 3. Quality control 4. Procedures to assure legal compliance 10 Points Vendors' proposed menu 1. Proposed portion sizes 2. Menu content 15 Points Past Experience with the Vendor McLennan County, reserves the right to accept or reject any and/or all proposals as it shall deem to be in the best interest of McLennan County. Receipt of any proposal shall under no circumstances obligate McLennan County to accept the lowest proposal. The award of the contract shall be made to the responsible Offeror whose proposal is determined to be the lowest and best evaluated offer resulting from negotiation, taking into consideration the relative importance of price and other evaluation factors set forth in the request for proposal.
