Pending California farm bill would open range for animals
California voters this fall will decide whether chickens, cows, sheep and other farm animals may be kept in confining cages or allowed to roam free.
California voters will consider the most comprehensive farm animal rights law in the country, a measure that would ban cramped metal cages for egg-laying hens, metal gestation crates for pregnant sows and veal crates for lambs — standard industry practices in which the animals are kept so confined that they can barely move.
Egg industry leaders say the bill, which would go into effect in 2015 if passed, would effectively close down egg production in the state. They argue that allowing chickens to roam free will make them susceptible to avian diseases.

Proposition 2 is a moderate measure that stops cruel and inhumane treatment of animals — ending the practice of cramming farm animals into cages so small the animals can’t even turn around or stretch their limbs. It’s supported by the Humane Society of the United States, Center for Food Safety, and the California Veterinary Medical Association.
